With over 17 years experience in the high-tech
industry and 250+ satisfied clients David continues to demonstrate his
authentic style by bridging the gap between business, technology, and
people. He truly loves what he does. The enthusiasm and joy he brings to each project
make him a favourite with his clients.
David got an early start on the path to innovation and success, when at
age 16 he invented true 3D video multiplexing as a science fair project. This achievement won him Gold and Silver
Medals (3 years running) at the Canada-Wide Science Fair. In 1986 David was recognised as on of the
leading young scientists across Canada and was awarded the Canadian Award of
Excellence “In acknowledgement of outstanding ability and creativity in the
areas of science and technology”.
After graduating among the top students in the country in 1988 he
accepted the Dean’s entrance scholarship, Electrical Engineering, UVIC.
David quickly realized that dated/aged academic
knowledge was of little value in the computing industry and his aptitude for
business directed him into pursuing opportunities in the developing high tech
industry. Always a visionary and leader
in the field, David was creating integrated, distributed, databases and handheld
data collection systems over 10 years ago!
His technical knowledge, expertise, and experience are wonderful assets
– yet the true gift David possesses is an intuitive sense of how to hear and
meet peoples’ needs through effective use of technological solutions.
He
is an accomplished orator, and professional communicator whose clear, simple
message is easily understood by a diverse audience. He loves life and shares
this with those around him. David’s
real passion is for helping people in need.
There is no task too small and no challenge too great when human lives
are at stake. His active participation
in the community and his commitment to service work is enviable. The energy and love David brings to his
professional life is also reflected in his personal life. In the final analysis David’s worldview can
be boiled down to two words – Love and Service.

BC Rail Passenger Services, Integrated Client Transactions
Management System
Onboard Sales System for tracking sales of merchandise/liquor for all Train Passengers throughout their journey. This was a large-scale project comprising several departments, multiple platforms, and multiple vendors. I was responsible for the initial feasibility study, which included onsite process and needs analysis, system requirements, and research of viable products and solutions existing on the market. I worked directly with directors, business, and technical experts to develop this for the new NorthWind Train. I demonstrated my ability to perform highly successful corporate presentations in a series of project meetings. In spite of numerous project changes by the client (including team members, requirements, and budget) and under extremely tight deadlines (this was a 10 month development pushed into 3 months!) I was able to deliver on time, on budget and with many extras thrown in. The passengers and BC Rail managers were delighted with my involvement with this project. Victoria Health Project, Unified Treatment Tracking system for
health care service providers
A large scale, multi-agency system that spanned over 14 health care agencies. I performed an in-depth process analysis, and system needs analysis in order to better serve the clients needs. A centralized database was created along with handheld, portable patient treatment delivery tracking devices at each of the remote agencies. These devices tracked patient/treatment activity throughout the day. At night the central computer would dial out to each of the 14 remote agencies – downloading the patient treatment data. As this project was over 10 years ago, it should show my vision, innovation, and creativity in regards to providing unified patient treatment record systems.

Thunder Bay Health Unit, Health Unit Information System
This system was a
completely integrated Health Information Management System. 8 government systems were combined to form
HUIS. I was responsible for business,
technical and systems analysis of existing systems, data modeling, normalizing,
and analyzing the data design, and program interfaces. Understanding the clients’ processes,
systems, and business needs and coming up with an integrated, comprehensive
system design was key to my success in this project. Please see the References section of my portfolio for feedback

City of Richmond Health Department, Immunization
Management System
After reviewing the clients’
needs for improved efficiency, lower costs, and more accuracy in tracking their
patient immunization records I design a portable, integrated, paperless system
that utilizes barcodes as the most efficient data entry technique. Please see the References section of my
portfolio for the write-ups this system received.
Health Care System Delivery Agents (physicians, hospitals, etc.), Medical
Records Manager
Formally known as the MediTrak, I was responsible
for product concept, research, design, deployment, and support.
I surveyed over 100+ doctors and their staff as to their information management
issues. I performed various business,
process, and system requirements analysis.
Also, I worked very closely with Medical Billing software vendors in the
province. I became a vendor under MSP,
and so gained in-depth knowledge of the Ministry’s requirements regarding
patient treatment tracking and billing.
Certified Management Accountants of BC, Member Records
Management System
Prepared and passed an innovative budget
proposal “Bringing the Society into the 21st Century”. In order to do this the following were
undertaken: Feasibility study, Process
analysis, Needs analysis, System requirements, Cost analysis, Implementation
planning, along with a successful pilot project. Because of the scope of the project, buy-in from all departments
was essential to success. I met on a
regular basis with business managers and the individual staff members to
educate them and allow them an opportunity for feedback – this interactive
process resulted in a cohesive and unified solution that met the needs of all
departments.
Kootenay Lake District Hospital, Patient Audit Tracking and
Management System
After performing the business, and process analysis and defining
systems specifications a system was design which utilized barcodes and
portable, handheld data entry devices to track patient treatment
histories. The system provided the
client with a cost effective, efficient way to enter patient questionnaires and
assessments as well.
Central Vancouver Island Health Region, Unusual
Incident Reporting System
Prepared a simple feasibility study along with a corporate
presentation. Although the scope of
this project was relatively small, the client was impressed with my ability to

Mulessa Management Company, Interactive Customer Service Delivery
System for the Internet
My main responsibility was an in-depth feasibility study and pilot
project. After researching similar
existing technologies and viable solutions I produced key system requirements
documentation along with much client consulting and corporate
presentations. This system allowed web
sites to interactively and in real-time deliver high quality customer service.
Also, this system provided a unique way of delivering dynamic web content to
the user on-the-fly – never been done before!

System
Team

Data Solutions: Senior Technical
Consultant/Project Manager/Systems Designer/Programmer. PDS is a hardware vendor of barcode
equipment. We also provide custom
barcode solutions to their clients. I
was sent in to understand the technical aspects of the clients’ business, and
to come up with a prototype product that could be demonstrated to them. After complete process analysis and system
requirements analysis I would program a complete system that included the
hardware configuration, software programming, and onsite customer training and
support. The following projects were
successfully completed under my direction:

City of Richmond Engineering Department: Traffic Signal Control System. Hand filled Work Order forms have now been
replaced with a completely electronic automatic data entry system that requires
the user/worker to scan in the appropriate barcode under each category of work
performed. Allows comments, individual
component tracking, contractor hours, equipment used, location, and automatic
date and time stamping of all transactions.
Data is uploaded to the central database and all files are automatically
updated along with a range of reports.

City of Vancouver Engineering Department: Traffic Meter Maintenance System. Similar in design to the above Traffic
Signal Control System. Portable barcode
readers track all essential information for repairs and maintenance of the
traffic meters.
·
MacDonald Lewis Law Firm:
Custom built Lawyer Billing System. Incorporating barcodes on client files to track each lawyer's
daily activities with respect to each client.
The data is stored in a portable, hand-held barcode reader and uploaded
to the accounting software on a daily basis.
